If she wants to and it's a sincere apology? Sure! Keep in mind though he's got to be willing to accept said apology. And if he's blocked this "girl," he might not want to talk to her ever again. She would have to make a fake account or apologize in person... seems like a lot of trouble really.

Basically she needs to use her best judgment and decide if it's worth it to try and reach out to said guy again.
