Should I initiate the first hangout?

Should I be the one to make the plans if I make the initial first hangout? If I make the first move on him and initiate the first hangout ever, should I be the one inviting him? For example I wanna ask him to hang out.. and if he says yes for instance, should I be the one who follows up with the plans/texts him with the plans? I plan to give him my number, but I’m scared he will never text me or forget. If he doesn’t offer me his number in return, do I just say something like “and give me yours so I can reach out.” Or does that sound too desperate? I don’t want it to come off as a date because we’re just friends right now. Lol I overthink and worry way too much.

To be honest I just want to hang out and see if he likes me because I feel he does but at the same time I’m not sure. He does things like sit beside me, scoot closer, remember things about me, ask if my job is treating me right, etc.. but I don’t want to take it wrong and him just be friendly. But I’m an anxious person and subconsciously I act uninterested when he talks to me and I don’t mean to.. so he probably thinks I hate his guts if he even does like me at all. I wanna be friends regardless, but I really do like him. I just don’t want it to come across as a date because I don’t know exactly how he feels.
