Ah man, I don't know she does seem a bit older. But maybe you could play it cool? Try smiling and saying hi if you see her around, like in the hall or laundry room. See how she responds first before going straight up to talk. If she smiles back that's a good sign! Maybe later you could be like "hey I noticed you live close, I'm ____ what's your name?" And feel it out from there. Don't force it. But going for it could be worth a shot you never know! Just be chill about it is all.

If you from western countries then go and introduce yourself to her and if south East Asian countries then don't go like this wait for sometime.

Approaching neighbours is tricky, trust me on this one. If you happen to run into her coming or going you can try to strike up a conversation but try to make it look casual and not like you're stalking her.
