I don't think that's enough to merely want something. Envy and jealousy imply some level of resentment.
A contributor perhaps is whether the person is content overall with what they have. Someone can be content with what they have and still want something. If I saw a guy eating a pepperoni pizza right now, I want that pizza. But I'm okay without it; I'm not jealous. I'll make do with the sandwich I'm eating now.
Also sometimes jealousy and envy work towards hatred. Like if I was jealous of this hypothetical guy, I might hate him. "He shouldn't get a pizza! I should! I deserve a pizza, not him!" Something like that. Whereas I think, "Hey, he bought the pizza. That's his. I want it but it's cool; he deserves it. I'm good with this sandwich."
"He's a lucky guy; I'm happy for him." Not jealousy.
Yes, she is definitely jealous.
