Generally yes but not from approach anxiety, I just think its kind of discourteous to approach a complete stranger. I want to be polite.

So I don't ever cold approach out of courtesy. I'll talk to people instead that are around me. "Hey, how are you?" if I'm next to them. But I'm not going to walk straight up to someone and do that.
