A person that had his testicles removed because of a curable medical reason or because of an accident has a minor handicap only, unless he and his partner want to procreate. Other than that, if his character and personality are still intact, I don't see why there should be an issue to be in a relationship.
No fornication does not automatically mean that you cannot be in a relationship. Copulation is performed less than one single percent of an adult's awake time. Why place so much importance on fornicating? You can live a happy life without sex. You just need to find a partner that is normal and does not think with her genitals.
