That is generally how it is done. You talk to girls. That doesn't mean that simply having a conversation is going to lead to getting her into bed. More than not we don't just dive right into sex after first meeting someone. That isn't to say that it doesn't happen. I know for a fact it does. Your best bet for the college scene is campus house parties and stuff like that. As for tips there is no magic bullet.
