It's hard to say for sure what's going on in his head, but here are a few possibilities:

- He may not want to be the "bad guy" by being the one to definitively end it. Leaving it up to you makes it seem less like his decision.

- He could be struggling with the emotions of a breakup and not wanting to completely shut the door yet in case he changes his mind.

- By making it your choice, it allows him to not fully take responsibility for the relationship ending and puts some of that responsibility on you.

- Deep down he may know it's not working but isn't quite ready to let go yet either. Leaving it open-ended satisfies that while also respecting your feelings that it won't last.

- It's a way for him to avoid having a difficult conversation and discussing real issues - he's just leaving it up in the air.

- He may actually not care that much about the relationship continuing and is fine with it being over, but doesn't want to outright say he wants to break up.

So in summary - it's hard to say if he doesn't care, but he's definitely avoiding fully owning his part in the decision. I'd just go with your gut feeling on whether the relationship is worth salvaging or not at this point.

Had this happens to me, and I said the same thing.

The reason why I did this was because I was fully ok with how it was working, she was not. And there was no way to fix it. It was a distance thing.

But to answer your question in a better way. No, it does not neccecerily mean he does not care. But if your relationship is working out for him, why pressure you into keeping it going when you clearly are not feeling it anymore?

No that means he doesn't want it to end and if you don't think it isn't going to work you should end it.
