He is not your friend. Stop giving him money altogether and see how long he remains "friendly" with you. Pretend you have some big purchase you want to make and start regularly asking for your 3k back once a week or so. This also gives you a good reason to deny him when he asks to borrow more. To be perfectly clear, unless he wins the lottery, he has no intention of ever paying you back. He will probably vanish. You can ask yourself if that's a good thing or not. If you like him enough that you'd pay to be around his personality then just continue your current dance - if you make it too obvious that you've given up on getting your money back, he'll just start asking for more.
And if dont mind never seeing him again, then start asking for it back because there's a new toilet you want to buy or whatever - make sure it's something you actually want, though, as if he is a real hustler he may believe he has a "connection" that can get it for free, thus clearing his debt. And if you don't actually want it you will forget to check that it is not junk found in a dumpster or whatever. Simplest 3k purchase is paying off your own debts, if you have any, but it's hard (but not impossible) to come up with a reason for abruptly wanting to pay it off. This also neatly explains why you don't have any to "loan" him, as all of your excess is going towards it, and provides an opportunity to lecture on how you believe paying off debts should come before anything else.
