How can I approach a guy?

We met on May at an event. He tried to talk to me a few times, but I sort of replied to him in a way that may looked like I was not interested (I was busy at the event). And eventually he stopped trying, and that was the last time we see each other. But now I reached him again on Instagram because I realised he was so nice to me that night, and I want to talk to him. He replied to my dm but didn't ask any questions about me. Can I just straight forwardly tell him that I am interested to talk to him and get to know him better?

Like what @TommyMountainFigure said, just tell him what you just said here. Make sure you acknowledge your mistake simply and plainly, without excuses. That way you can distinguish yourself from a girl who only goes after a guy when she's bored and wants attention. Just say it was wrong to not just communicate that you were preoccupied, and you should have been more direct about what was happening then. If he's a decent guy, he'll understand. Google "Create a card" then using make a card with a photo of pretty girl or a cat saying "Meow" with the words, "Just Waiting" or "Thinking of you." There are numerous sites; some free and other that charge to mail the card.
