A guy who I was seeing called me “literally the perfect girl” but wants to take a break because of his job stress and exhaustion.

Is he being genuine or trying to let me down easy?

This isn’t me being judgy, you have the right to ask this question but at the end of the day, none of this matters and it sure doesn’t give you any more closure than he already did. I’m guessing you don’t fully agree with his reasons but honestly you don’t have to. If he’s basically saying he’s not in a place to prioritize a relationship, then just let that be the end of it and work towards accepting the breakup. It’s better than him trying to work things out for your sake but struggling in all aspects behind the scenes. You wouldn’t want that either if you really loved him.
