I think most men will look. That's just a natural thing: we are attracted (or not) to the physical aspect of a woman we just met or see. It's a question of seconds to feel attracted or not.

I've seen creepy stuff though at public places. One guy was kind of 'undressing' a girl much, much younger than himself, just by looking up and down. Another one was following a girl in a shop, taking pictures and filming her with his cell phone from a distance. So creepy I called security. Yikes.
