Not impossible, but very unlikely, even if I lived in the US. He'd have to be very different from the typical African American for me to be attracted to him - conservative, marriage minded, ambitious and career orientated etc. The cultural differences alone would make this relationship difficult, and also I'm not very attracted to them physically. The physical attraction could change if the culture was one that I admire as it likely stems from that, but... as I said, he'd have to be very different from what we typically associate with African American men. Also, black people (also in Europe) often have a rather aggressive attitude that I personally find off putting and would be intimidated by.
Yes, of course, why not? I have only dated white and Asian guys so far, but I have had African American male best friends and I was into someone - but we lived in different cities and could not make it to the point of dating.
I would date any intelligent man with a great personality, sense of humor, emotional intelligence... etc.
