Yes and no

In a concise and clear way it is helpful and with a clear intention rather than manipulation. If it's done respectfully then we're all good BUT expecting the same back in the same way is not always going to be forthcoming. Men do not process emotions like women. There is far more internal resolution of feelings with men who may in the end refrain from expressing them because they're either not worth expressing or for another time and place when they can deal with them more effectively

There is no definite answer to this. Because guys aren't unlike women when it comes to attraction. Just like a woman maybe he's interested in her just not that interested yet. It's timing. Having said that, whenever a woman puts herself out there like that it should always be compliment to though. Same as a guy with a woman. Unfortunately not everybody (man or woman) is decent enough to respond that way. And no it does not come off as desperate. This is something that other women have created because they don't want other women approaching men. Because in her mind if YOU approach then that makes it less likely that guy will approach her. And whether or not she's interested that type of a woman wants all men to be interested in her.
