If it's a below average looking woman yes, if it's a below average looking man probably not

I think one could, but if it's multiple, they likely aren't below average

Yes, I've seen people I think were hideous be found sexy, hot, etc by multiple attractive people

Well first of all there's your opinion on lower than average whatever that is then their society's opinion of average whatever that is and who really cares about average the only thing that you need to care about are you being you are you being your true self at all times at all moments in the day that's the only thing you have to worry about because nobody knows what average is so get that out of the picture.

People don't look at you in that way they look at you as in who you are as a man as a follower as a leader as what comes out of your mouth are you nice you have a good heart that's what people look at

I have a friend who is the definition of normal looking, a tad shorter than average, pull objectively hot and beautiful women regularly. Sometimes, I have trouble understanding how he does it no matter what country he decides to go do. Can't speak a lick of any language outside of English. But he stacked the deck in his favour by dressing well, stays in good shape, displaying his skills, and generally good with people.

And his experience mirrors my observations of my own experience. As far as looks, better body composition, with some fashion observance, carries harder than a good looking face. And the more in shape the body is, the easier it is to be fashionable. Posture is another thing to consider if you want to present yourself properly.

99% of the time if you're actually objectively below a 5/10, it's impossible. attractive people only want other attractive people, not even average looking people. the only time an attractive person could be attracted to a unattractive person is if they have a fetish, like people who are really turned on by fat people or people with dwarfism for ex. but even then the face would have to be more on the attractive side

Yes. But that doesn't mean it's incredibly common. And that below average person likely has a glowing personality, but again not always.
