It's hard. You can't go on dates where you need money. You can't get around as easily. Your confidence is usually shit because you know that the majority of women care about whether you're financially stable or not.

But there are women out there that don't care about money, although rare. Just have a good personality. Be kind, funny (they love a guy that can make them laugh), confident, listen to them, show you're an outgoing fun person to be around. Basically if you can show that being around you can enhance their life, they'd be willing to date you.

That's all anyone's really looking for. To enhance their life.

My advice...

1. You need to build your confidence and the best way to build confidence is to be successful. Level up your income. Maybe go into commission sales if you can. There's usually less of a ceiling on what you can make compared to other careers which are designed to keep you average for life (unless you get promoted a bunch). This ain't easy tho. At your age you don't have the luxury of spending 20 years building your life up. If you already have a career focus on getting into management. Or starting your own business. But don't leave anything to chance. Try to avoid all the mistakes others have made.

1b. Do other things that will impress YOU about yourself. Don't think of it as doing things for a woman/women. You have to really be doing it to build YOUR life up. A woman will be attracted to the fact you don't actually need them & you will make better decisions about what woman to get with when you really understand that not only do you have choices but that you better choose right. Trust me, the women come to you when you get your life together. At some point it just gets super easy.

2.) Get a woman who is all/mostly traditional. She is less likely to decide that because her friend treats her man like trash she can too or that because her friend decided to get fat with green hair it's her right/duty to do the same. Nah, if you want predictability and more likely chance of loyalty look for women who are more sure about what's right/wrong in life instead of the ones who think there's 500 exceptions to how one should behave and why.

3.) The reality is that the older a woman is, the higher her expectations are. The flip side of that is she's more certain about what she wants. Yeah, you could get a 23 year old but she's prone to change her mind about you even more than the 35 year old. I could say more but bottom line is: be very, very careful what woman you allow into your life. Be careful what you wish for. As @tweakingout332 said it depends on why you don't have money, it's ok if you don't have money now but if you're a bum than that's different but if you are working as well as doing something toward your goals that isn't stupid (like a professional sleeper) and women will still date you.

2. Clean and taking care of yourself mentally and physically (please look and smell like you take care of yourself)

3. Be yourself as well as honest and direct (basically make it pretty clear that you want to date her from the start)

4. Be a good listener (It makes life easier in all aspects of communication)

5. Be interesting (don't lie, but if you clearly have nothing interesting going on in your life try and change that.)

6. Change your mindset (That's really what a lot of it comes down to instead of money's going to keep her happy to think of it more like I'll keep her happy)

Basically, be someone who can some add sort of value to her life.

I was super poor until my mid 20s. Life is hard when you're just trying to make it day to day on what you have. Some would imply, "oh it's so much easier" when you're a woman, but what if I went on a date, and he forgot his wallet, there was no way I could pay for both our meals, and that was a paralyzing fear of mine at first, so I couldn't just go out freely any time I wanted to. But rather than stay home and be a loser (my words to myself), you get clever, and quick. Go places that allow coupons. Make a picnic lunch in the park. Go to free movie nights. Look up all the free events that happen in your town/city and make plans accordingly. Make the best out of your situation and find ways around it. You're certainly not the first poor guy to go out on dates, and you won't be the last. At some point, just be refreshingly honest about it.

Here’s the thing. You do not need money to attract women, but having it gives you more options. If you intend to "attract" a woman, if you believe that income will keep her happy then yes you'll need complicated strategies and high income and things like that. Then they might be attracted by "you", but it's not going to be really "you", it's going to be the persona you'll project. It's going to be a transactional relationship based on an illusion and I bet it will feel alienating soon enough.

Otherwise, you can just talk to people, maybe a specific woman will interest you because you find her, subjectively, different from the others, maybe she will be interested by you because something resonates. That's how many couples have been formed.

Realistically speaking you'll probably have a higher chance with a woman who doesn't get much attention from men and would just be happy that someone is finally giving her some attention regardless of your financial situation.
