in my opinion first time you talk/chat. Even if that is too fast for her you making your intentions clear in a direct but relaxed manner is almost always appreciated. It is also good to meet quickly since a lot of people end up having their time wasted online by people who, perhaps for valid and serious reasons, chicken out.

The norm here (Sweden) is basically chat a bit, maybe call if the mood strikes. If that goes well you suggest meeting up for a coffee (or similar, I as the manliest viking prefer hot chocolate). This is the vibe/chemistry check.

You both meet. It is public, short, 15-30 minutes or so unless you both turn very chatty but ending on a highnote is rarely bad. Nice that it can often be done during lunchbreak at work even.

From there you would ask them out on a date (or here an activity as dating is a tad different) assuming the chemistry was there. Its fine if it was a bit stale and awkward as long as it was exciting awkward.
