They're either confused and don't realize what that means or they're looking for a one-off rather than a relationship.

They've been doing that since the start. I mean the very first dating sites on the Internet before apps were a thing. There would be a bunch of womens' profiles with "just looking for friends" or somesuch nonsense like they somehow completely missed the purpose of the site. I'd report them all for abusing the site.
As for why... not really sure. Probably some sort of major dysfunction with the way women communicate indirectly believing that it was okay?
