Could be it is his step one in checken the waters, you could say yeah we should. Then wait if you yourself don't want to be the one to ask for his step 2, the actual question. When I have been approached like this they later said they did not want to go too fast as in afraid I would say no. I always got shy, part of my personality just changed, when I was into someone like that so doing it that way ensured I would not get too shy, not say no, not have to be a big deal. It would surprise me later on when learning more about a guy making that approach to me when others had different views on him how he could take it so slow but was told he didn't want to loose me, so yes, very cute, thoughtful, actually.
