Do you think meeting someone randomly is fate or just dumb luck?

I met a girl at a museum. Maybe it won’t be anything, but it could be. What if I didn’t decide to go to that museum or went a little earlier or later? I was only there because a prospective client ghosted us and it turns out he had the flu and his assistant was supposed to tell us.. I could have went somewhere else, but I didn’t.. I could have chose to not engage her in more convo, but I did … just saying you hear about people meeting randomly and I wonder if it’s meant to be sometimes
