Just tell him directly with words, "I am not interested in you romantically". Do it in a way that you feel safe/comfortable (Text? In-person in a public space with people around?). If he doesn't stop, then you can probably answer your question whether he is crazy.

Also, why does he continue to be in your life? Is he a coworker? Is he a friend? Is he a stalker? You need to establish boundaries with this guy in a clear way. Telling him directly is the best way, otherwise you are wasting your time.
