Is my male coworker flirting with me or just being friendly at work?

What would the below be considered at work?
someone choosing proximity/always sitting next to you even when countless empty chairs

prolonging interactions - calls go to end and he thinks of something work related but it’s the way he does it

making up excuses to talk sometimes - eg asking about pens

he acts goofy/dorky sometimes and generally he’s confident and relaxed - sort of a nervous energy sometimes and I don’t know if it’s just him excited

he sometimes looks at me and what feels to me as a gaze and slight smile - even if I’m running through admin. It’s the sort of look I could only dream of a man giving me.

Sometimes he’s quite formal - it can be quite random when he’s warm vs not and I don’t know if it’s depending how work has gone for him. I don’t know if this is him sometimes reigning it in

and then this interaction - we were on video call. He ended up with a lot of admin time that day which was unusual so I asked if he got a lot done… he said yeah I did actually (whilst in middle of emails on his monitor - I was on the other monitor). He then just drops and leans to the side quickly to the monitor I was on, hand under chin, smiling gazing at me and just says ‘bored’ (completely random it didn’t fit flow of convo) and I joked what do you mean bored? (His body language threw me off) and then he slowly sat up saying ‘just joking’ very softly
