Most likely that this Turkish guy is is (mis) using your female cousin for something that is not legal, perhaps to use her as a courier for drugs or other illegal activities, perhaps even for sex and prostitution.

I don't see why a Turkish man would be interested in a foreign woman if not for something that is not related to marriage. It is not a secret that a lot of men are trying to get innocent women to become prostitutes or sex slaves.
