Are women actually moodier than men, or just more open about emotions?

My man and I were having a discussion. I asked him if he thought that we were moodier than men, or if that was just a stereotype because some men can be less verbal?

With limited exceptions, everyone feels the same range of emotions. However, women are widely permitted to emote. Meanwhile there are severe consequences for men who do the same. So, regardless of their moods, men have to remain stoic and, more importantly, productive. We’re taught this from such a young age that most men are often suppressing emotions without even knowing it.
Women can be as wildly irrational as they want, with impunity. Since it is often rewarding for them to behave erratically and rarely are there negative consequences, women appear moodier.
