Can you fall in love just by texting, and what should I do now?

I met a guy on Instagram. He is from the same Arab country as me, but he currently lives in a European country for work.
We started chatting on Instagram, and then moved to WhatsApp. This has been going on for five months.
He only communicates through text and never asks to have a phone call or video call. He cares about me, asks about the details of my day, checks if I’m tired, and is a very good person. I also know his family.
However, he hasn’t taken any further steps beyond talking to me for about three hours every day through text.
I’ve started to become emotionally attached to him
