How can I convince my parents to let me join a frat at college next year?

It sounds like fun, but they refuse because they say that “it’s peer pressure for drinking”, “it’s a waste of money”, “it’s dangerous”, “it’s a rape house”, etc...

How to change their minds?

I never fathered kids so it's not like I have any adult children in college, but I would kind of lean towards what your parents are saying. I looked in to joining a fraternity in college but after so much time I hated the idea. One thing, I didn't want to hang out with guys that much. It was a distraction from studying. And it does cost money and college was expensive enough without paying frat dues. However some guys really related to it and that is where it was at for them.

You're an adult and you can make whatever decision you want.
Assuming your parents are helping you pay for college, consider your relationship if you were to make the decision to go against their will. Would they still help you pay? Would they still welcome you home? etc.
