Shrugs means whatever nonsense this guy meant. Since Falcons can hear the falconer pretty easy this is just a false statement to back whatever he thought was smart in his head. When in reality it don't work. Now if he said The rain cannot hear the cloud that would make sense.
Yeah I don't really like poets they often write nonsense down that don't make any sense but then claim it does if you have to explain what it's meaning was afterwards and it's just linked to a false statement not very smart.
When poets say been used up like cigarettes now that makes sense. Or how something is as yellow as a sunflower. These all make sense and are alright. Still just cringe are poems but at least they made sense.
