No, not automatically. Besides having a degree, individual qualifications should play a big part in salary.
I was the Principal Engineer (supervisor of all city engineers and surveyors) for a mid-size SoCal city. The city's Human Resource manager (a position of equal authority) was paid 5% less than I was, and she had a long-standing argument that this pay difference was unjust.
She held a Bachelor of Science (BS) in Business Administration with a concentration in Human Resource Management. I have a Bachelor of Science in Civil Engineering, structural engineer.
Both of us held graduate degrees. She had a MS in Business Administration while I have a Master of Engineering degree in material science.
The difference was that my position not only required a graduate degree, but also required being a licensed civil engineer. Her position required the graduate degree alone.
The result? 5% extra pay for me.
Yes, if somebody goes through the trouble of getting an advanced degree or a special certification he/she deserves more money.
