Is this a good sign after a job interview?

Sorry, I would have to say "no." While I was not in your interview and therefore cannot judge the dynamics, it is pretty much standard fare for the low level HR people to say the kinds of things that were said to you.
To be sure, you can safely assume that your resume will be passed on, along with the interviewer's notes. However, now is when the real decision making begins. If the next person up the food chain says essentially the same things to you, then you can assume that you are on your way.
Until then, the lower level HR people are paid to encourage all candidates. In that way keeping you optimistic and of a favorable mindset about the company. That way, if you DO hear from the people up the food chain, your performance will be enhanced, this reflecting well on the recommendation from the lower level people.
Trust me. I've been there.

So you're likely moving to the next stage of interviews.
However, it's not guaranteed. If the other candidates beat you out, you may also get a call to inform you that they won't be moving forward.
It's an encouraging sign, but not a commitment.
Follow up later with a thank you, and in three days if you don't hear from HR by then.
I'd say celebrate the small win, but don't count your chickens before they hatch.
Well luckily I received a email from the company telling me they needed more information to move me forward for the hiring process and the information was needed for a background check and then it said after that they would be in touch again after that process.
It sounds neutral to me since she did not guarantee a future interview. I think her sweetness is for PR purposes and not an expression of interest.
