Why is it so easy to be a substitute teacher?

Requirements according to one job offer I received:
High school diploma or equivalent
At least 18 years of ageThat's literally it!! Then of course you have to get your substitute teaching license but that only costs around $25 and it's really just a background check/fingerprintingWhy so easy? Is it because they know the average substitute doesn't do anything but sit there 😅

I live in Canada and in order to be a substitute teacher you have to have your teaching license. It’s is the same whether you are a substitute teacher or a full time teacher.

Did you mean a teaching assistant? How can you be a teacher or a substitute teacher without a Bachelor's degree? You need special courses in children's psychology, Basic Maths, Geography, History etc.

I am looking at a substitute teacher's career guide and it says you have to have a degree. Some schools do require it
