Is my boss condescending?

So everytime I did my work before he signed it he would always ask is this right? I told him yes the upper management told me it is right and he said so you follow them and not me? I mean he is my boss yes but there's also another boss of him he is below them lol. And he found out I speak English and told me that "oh I didn't know you speak perfectly English" we are from country where English is not main language and sometimes he asks me if my work is done and if I said Im not yet finished since there's too many of it he would just tell me on the spot that Im stupid.

Yes. Lmao. he's not a good leader by the way from what I've heard he fires someone who disagrees with him he has huge ego. He can't be wrong
