That’s the irony of the whole thing were the author wanted to the reader to pick up on the nuances of the book where the page was saying nothing, even with a little words to get you ready for the profound meanings for the rest of the book.
To keep the ink from bleeding through from the preceding page.
So that the document can be printed correctly in double-sided format, rather than have new chapters start on the backs of pages.

It prevents someone inserting text which is not original to the document on a blank page.
Okay I got this one of, when I was working on aircraft you see that a lot and service manuals and so they can expand the manual without having to reprint the entire book
