Sure, you can.

It's not unheard of, but not common. In the City where I worked, the Director of Public Works would not approve the rehiring of anyone who quit, even when applying for a lower position than they held.

If the job wasn't right "then" why is it suddenly right "now"? In some case, people found out that the grass wasn't greener on the other side of the employment hill and wanted to come back. The Directors opinion was that they shouldn't have left in the first place. Employers seldom want to serve as a safety net to allow employees to explore other options and return.
