I've been treated like crap in my current job and when you leave you have to work your two weeks notice.
I'm hoping to find a new job, once they do my phone references and I've signed the contract and everything is official, can I say to my current employer I quit?
I don't want to stay there any minute longer.

They can't force you to stay, no. If it's a really bad place and you know you'd never go back, that may not be the worst plan. If you get another new job in the future and put your current one on your resume, they may say you bailed without notice but you can make up a good reason for why.
How often do they give a two week notice of termination? You do not have to work through nor give two weeks notice. It might be a courtesy, but at least here it cannot be required.
