Who's been in the position longer? Who generates more revenue for the company? My company has several techs, and in general I pay more to those with more experience. The only exceptions to this are a few who get paid more than their time would warrant because the big clients really like them, so they keep my cash flow strong.

Depends largely upon what the top of the scale and experience are for the position.
