It seems to be very specialized and not suitable for the average person or even normal military use.
It doesn't seem like it would be easier to build at home. I think it would be significantly harder.
If you choose to make it common. Why not make one yourself and post tutorials and sell required parts in bulk?

It is possible and likely a damn sight easier to make a conventional gun at home and there is no difficulty with regard to regulation, you simply include it the definition of a firearm, if it isn't already.
I'm not saying it's difficult to make a conventional gun. I'm saying the electrothermal gun won't be that hard either. And once you have it, what will limit the amount of rounds you can shoot? Electricity will be the most expensive part.
I'm really not sure what the point is that you are trying to make, you keep saying things which seem like complete nonsense to me.
If it is electrochemcial then it is still using gunpowder, if you are talking about electro magnetic then probably the main cost is electricity but so what? What is the relevance of where the costs lie?
In your opening statement you are telling me there are difficulties with regulation, but there aren't and there is no reason to think that there would be.
It's like saying that now that we have electric bikes the governemt cannot possibly regulate electric motor assisted bicycles and everyone is going to be riding around on what is effectively a motorcycle and none of the rules will apply.

I believe what I read means it can improve the uses of shitty gunpowder, so if a cheap propellant didn't work for guns it may work this way? Even make it better than good regular propellant?

Why would someone goto the trouble of buying or building a high tech firearm and then use shitty gunpowder with it?

So, no I dont think everyone and their dog is going to run out and buy or build one.
As with most if not all new technologies I would expect it to first be adopted by enthusiasts and later as the process and product is refined and perhaps costs are reduced it will be more widely adopted and perhaps in time it will completely or largely replace the sort of firearms we have now.
I do have an expectation though that regardless of how well this technology develops there will always be a place for the sort of weapons we use now so long as they are more reliable and generally the less there is to go wrong the better.
Thats why people still use revolvers even though semi auto magazine fed weapons are 'better'.

Not that bad. In extreme poverty you could even make stainless steel to generate hydrogen for that type...
