How do I deal with a coworker who appears to be witholding training?

There is a tool at my work that only she knows how to independently use and seems to keep making excuses to train me.

-When we got training by vendor, we agreed to skip basic training because she already knew basics and could teach us later

-When I asked for training, she said I would get trained when we worked on actual projects

-But, when actual projects came, she didn't seem interested in giving me hands on experience with tool. She kept controls to herself and was quiet about what she was doing, while I just shadowed.

-When I asked again, she told me that I need to become more comfortable with another tool that houses this tool, which makes no sense because I already know how to independently use that tool well. Anyways, I read the manual and it doesn't make sense to me why I was asked to read it...

I have brought up this up to my immediate manager, and he seems complicit or oblivious (he doesn't seem to understand the tool well). I am not sure what to do... Its been maybe 1.5 years since vendor training, and I still don't have proper basic training.

She also got a promoted a few months ago (we were the same senior level) and I think her knowing that tool helped her get a promotion over me...
