- Gather evidence. See if you can lowkey record her acting unprofessional when the bosses aren't around. Videos, audio, screenshots of messages, etc. Could be important if nothing changes.

- Anonymous tip. Send an email from a fake account to the bosses about your concerns. Say you saw this behavior but don't want retaliation so you want to stay anonymous.

- Safety in numbers. Talk to other coworkers and see if they've noticed it too. Get a few people to back you up if/when you approach the bosses. Power in numbers.

- Direct convo. You and another employee could ask to speak to the bosses privately. Tell them exactly what you've seen and heard, how it makes people feel, and that it's not cool representation of the company culture.

- Last resort, HR complaint. If nothing changes after trying the above, you may need to formally complain about HER to HR above her. Explain conflict of interest.

Best is to limit your dealings with her. Usually, there is more than one person in a company's HR group, deal with someone else if you have to, or avoid HR as much as possible.

You cannot win against HR, they are absolute evil. Management will back them up on anything they want so you're always the loser. If they 'discipline' or fire you, it will always be in the meanest, most humiliating way possible.
