Yes, if a person can work from home and be productive, they should continue WFH.

The problem is not WFH, it's people claiming to WFH and not getting things done. That can be fixed with productivity reviews. It doesn't need a total ban on WFH.

In my experience, some people are inefficient in the office, and may actually do more work when WFH.

Not everybody has the self discipline to and will goof off. Those that have the self discipline are more productive.

I think its up to the company to choose not the employee. Unless this is in a collective agreement its totally fair for the company to tell you where you work.
