Why isn't this guy listed on sunshine lists, where all government employees earning more than $100,000 a year are listed?

I did a google search of a guy I used to talk to at parties as an 18, 19 and 20 year old, he was a Bangladeshi Buddhist who had many friends in the Christian fellowship at school.
