I think Scarface is more Iconic because it was more his movie The Godfather had so many other good actors and it was more the story of a whole family but Scarface was just about 1 guy. That's why I think of Scarface more when I think of Al Pacinoand some of his other movies too.

To paraphrase John Mulvaney. To say a couple of my favorite movies are The Godfather and Scarface is like saying my two favorite foods are Lobster and Skittles lol.
But to answer your question, The Godfather was before my time. But i do think it is regarded as the better movie and Coppola's best work. Personally i thought "Patton" was better. But maybe that speaks to the subject matter of the 2 movies.
Personally i give the more iconic role to Scarface. It's closer to my time. And i feel that The Godfather got Pacino noticed. But Scarface cemented him as s star

As a fictional character, or as a real life person in a biopic?

This may seem odd, but I liked him in "You don't know Jack". I found and still do find Dr. Jack Kevorkian wrong and macabre, but Pacino's acting gives the audience some insight into why Dr. Kevorkian believed he was right:

For me, Michael Corleone, his portrayal of this character was not only iconic but introduced one of America's greatest actors to the world

And his latest role as Jimmy Hoffa in 'The Irishman' is fairly iconic as well !!

Probably Scarface since he alone starred in it and Scarface is just more well known in general.

He was better in the Godfather but his role is less iconic due to the presence of so many other talented actors and more higher tier actors.
