This question was actually inspired by a star wars meme that said Vader would win because the Empire ruled a galaxy. While Harry Potter couldn't even rule a high school.

Vader. He force pulls Harry's (assuming that's who you mean) wand out of his hand while Harry expelliarmuses his lightsaber, then force chokes him. A dark jedi's still a dark jedi without his saber; a wizard without a wand is pretty much powerless.
