Do you see that fuse box? It's full of glass tube fuses, that should give you a idea of it's age.
By the way these used to be in all vehicles back in the day

It cost about 5 bucks to replace it, today's cars it cost about 2 Grand
It cost that much , because its built into the steering column. So you have to remove the steering column and you have to completely dismantle it to replace a simple switch
The old way, you lift up the floor covering around the switch and remove two screws.
