You're quite mistaken there: jiggle physics were first used for clothes, and then hair. Breasts came third- though they also came fourth, and fifith, and, well, you get the idea. That's not to say that breasts didn't play a major part in decision-baking about waht to prioritize, but back in the FMV era, they'd just use footage of an actual woman, and let reality supply the physics (it worked in Night Trap).
Remember that physics modeling was important all the way back in Pong.
Not true jiggle effects on fat people has been done before. It's not just boobs. Its everything from bridges, grass, trees. Use the same technic for wind affects.
