Who helps me with this problem on my pc?

the problem is that in any game there are resolutions that don't work and they look like 720p, if I put a game in 1360x768 it looks exactly like in 720p, this didn't happen before, I changed the video card and it's still the same, I formatted the pc and also still the same, I also noticed that 1360x768 consumes the same amount of vram as 720p and should consume more because it is a higher resolution, all this happens in all games.
