No, because Super villains and criminals always target people first causing massive damage and when he intervene, are first concerned is are live first in then hoping for him to stop the suspects (Lex Luther), super villains like General Zod & his army, Doomsday, Steppen Wolf, and Darkseid especially since the cops and military can't stop these guys.
By whose legal system? I mean Superman used to to say he" fights for truth, justice, and the American way". If you notice they've taken a less cold war Era approach to Superman. He may have been raised in Kansas but he's been made more into a global figure.

Technically this is why all superhero's wear masks.
As far as Superman goes, you cannot sue him as he is an illegal immigrant, but the law is also unable to rule against him.
This is one of the most common questions and biggest problems regarding superheroes. They’re saving lives, but at what cost? Especially with the most powerful heroes like Superman. I think Iron Man was right to not hide his identity.
I’ve often wondered if the collateral damage Superman does is a metaphor for the collateral damage that America does policing the world.
It is fantasy so I don't get the point?
