No. It just the Japanese word for any cartoon. Only westerners think that out of lack of knowledge.

Yup because that's the correct word. Anime is just short for animation and unless my eyes deceive me Tom and Jerry are animation.

In fact the earliest anime looks nothing alike to what you would see now of course thanks to technology improvements. It certainly wasn't high school girls with big round eyes lol.
