I change my answer to Jimmy Hopkins from Bully. A kid who comes from a tough home life. He's labeled as a "bad kid" and most don't give a shit about him, but for the most part, he still treats everyone with respect until they attempted to control, disrespect him or bully other people.

For me, the one that gives me most impression and brought me into the story, I would give this honor to Arthur Morgan. I still feel deeply touched on how his role grows following the story.
After him, I didn’t have much time to play games and none of characters could give me such impressive feeling.
