I think Joyboy is another name for the owner of the legendary zoan fruit hito hito model: Nika. So he is probably not the first one but he is the joyboy of this generation so to speak. Also most zoan fruits are probably from things that exists or did exist in a way, in the one piece world so there had to be a first one. A "real" joyboy so to say. I am not sure how this is the case with mythical zoans but its true for at least normal zoans. Also dragons exists so why not the rest of the mythical zoans.
