If you live in an area with a lot of internet traffic compared to that the cable companies infustructure in your area can handle (like NY, NJ, cities etc.) Netflix will throttle how well the service works so the cable companies don't get angry at them and start regulating the connection for them.

The service providers in my area threatened to flat out block Netflix if they didn't supply the stations with their own servers to handle the traffic specifically for their site.

I was blocked because I was sharing somebody's account. Then last week I tried to access it and suddenly I could.

What do you mean by that? I watch Netflix on my tv

Unplug the TV, no electricity connection for at least 3 minutes. Then turn on the TV again, connect to the internet and netfilix ac problem will be solved.
